Parliamentary State Secretary Silvia Breher

Silvia Breher was born in Löningen on 23.07.1973. She has three children and lives in Oldenburger Münsterland (an amalgamation of the districts of Cloppenburg and Vechta) in north-western Lower Saxony.

Silvia Breher grew up on a farm in the district of Cloppenburg. After passing her A-levels and completing a degree in law at the University of Osnabrück, she first worked as a self-employed lawyer before becoming a managing director at “Kreislandvolkverband Vechta e.V.”, the Vechta District Farmers’ Association, in 2011.  

A member of the CDU since 2001. Deputy Chair of CDU Deutschland and Chair of the Lower Saxony branch of the CDU in Oldenburg since 2019. 

A directly elected Member of the German Bundestag, representing the district of Cloppenburg-Vechta, since 2017. She was a member of the Committee on Food and Agriculture and of the Committee on Family Affairs, Senior Citizens, Women and Youth. From 2021 to 2025, she was Chair of the CDU/CSU parliamentary group’s Working Group on Family Affairs, Senior Citizens, Women and Youth and as such the parliamentary group’s spokesperson for family affairs.

In May 2025, she took office as Parliamentary State Secretary to the Federal Ministry of Agriculture, Food and Regional Identity.
