Fostering food security policy implementation with the support of multistakeholder platforms

The Committee on World Food Security (CFS) supports food security and nutrition (FSN) worldwide through the development and endorsement of policy recommendations and guidance.

Since the adoption of the Voluntary Guidelines on the Responsible Governance of Tenure (VGGT) in 2012, Multistakeholder Platforms (MSPs) have been widely supported by FAO and other partners to promote responsible and inclusive land governance, especially at the country level. These platforms are also recommended in other Committee on World Food Security (CFS) documents as an important tool for implementing and monitoring such guidelines. This project aims to answer the following questions: What role have MSPs played in promoting VGGT, and what lessons can be learned and applied to similar efforts?
The project will gather information, evidence, and lessons from current and past VGGT-related projects, and create a guidance framework to help MSPs operate effectively and sustainably. The goal is to give CFS stakeholders a better understanding of MSPs' impact on implementing CFS policies at the country level and to design activities that make the most of MSPs' potential.
FAO will enlist international partners with experience in documenting the role and impact of multistakeholder processes, and in strengthening capacities of MSPs.

Goal

The project will focus on desk research and the organization of an interregional workshop leading to the formulation of a guidance document that will in turn support the creation and strengthen the capacities of MSPs as a means of increasing the uptake of CFS policy products at country level.

Impact

By providing guidance on how countries can increase their use of CFS policy documents, this initiative was designed to support CFS’ goal of providing a framework and a reference point for food security and nutrition strategies, policies and actions. Ultimately the project aims to contribute to increased food security and resilience.

Approach

The research and workshop will address the experience gained through VGGT-related projects; however, the lessons learned and the guidance document will be applicable globally. The products will be used to formulate an umbrella programme dedicated to the uptake of CFS policy products.

In order to deliver the expected products, the project will include three sets of activities:

  • Research combining desk studies and the analysis of empirical data collected through interviews with key informants to systematize information on the role of MSPs in increasing awareness and promoting the use of the VGGT.
  • An interregional workshop dedicated to MSP members for: a) knowledge exchange; b) impact harvesting; and c) soft skills development (e.g increasing inclusivity, addressing gender inequality and power imbalances, communicating results, fundraising). The workshop will include platform members from Colombia, Senegal and Sierra Leone.
  • Collating data and results from the research and the workshop to produce a guidance document for country-level CFS constituencies on establishing, strengthening, and promoting MSP for the uptake of CFS products.
