Context

The ongoing war in Ukraine continues to erode rural resilience and disrupt agricultural livelihoods and supply chains, particularly in frontline oblasts such as Khersonska and Odeska. Traditionally self-reliant agricultural
regions are grappling with reduced local production, fluctuating food prices and an increasing reliance on external aid. Moreover, within the humanitarian response, significant gaps in emergency agricultural assistance persist, underscoring the urgent need for targeted interventions. In response, the Food and Agriculture Organization of the United Nations (FAO) is deploying its technical capacities and scaling up its emergency response to support the Government of Ukraine in restoring and protecting rural livelihoods. In support of national priorities and FAO’s efforts, the Government of Germany, through the Federal Ministry of Food and Agriculture, contributed USD 900 000 for the implementation of project OSRO/UKR/038/GER, entitled “Emergency assistance for spring crop production in southern Ukraine”.

Objective

Enable the most vulnerable rural communities to sustain and restore spring crop production and improve their food security by providing them with access to critical production inputs.

Expected outputs

Output 1

  • Provision of emergency agricultural assistance for 250 smallholder farmers/agricultural producers
  • To deliver Output 1, the project will distribute vouchers valued at USD 1 000 to 250 smallholder farmers/agricultural producers to enable them to access agricultural inputs (e.g. seeds, fertilizers and pesticides, among others). All participants will be selected through the State Agrarian Registry


Output 2

  • Provision of emergency livelihoods assistance to 1 000 agriculture-dependent households for spring crop production
  • To deliver Output 2, the project will distribute vouchers valued at USD 400 to 1 000 vulnerable farming households to enable them to access agricultural inputs. This intervention seeks to incentivize participating households to maintain or re-establish their agricultural livelihoods, with particular emphasis on those engaged in vegetable production
