Consultancy with international expertise on selected and current topics of agricultural policy and agriculture to improve mutual German-Kazakh understanding.

The Agriculture in Kazakhstan

80% of Kazakhstan’s land can be used for agriculture — 13% of which is used for arable farming. Targeted subsidies are used to diversify the cultivation of crops and increase yields. The aim is to produce and process more food in the country and to increase the production of and trade in organic products. International know-how and investment capital play an important role here. Interregional coordination is a prerequisite for overcoming the challenges of climate change, water scarcity and cross-border trade.

The Republic of Kazakhstan in Central Asia is the ninth largest country in the world at 2,724,900 km2 and borders Russia to the north, China and Kyrgyzstan to the south-east and Uzbekistan and Turkmenistan to the south-west.

With a population of 18.8 million, Kazakhstan is one of the most sparsely populated countries in the world.

The Project

The APD, started in October 2009, supports the partners in the current phase with a focus on organic farming, agricultural financing and regional knowledge exchange. Other important current topics are training, credit cooperatives, innovation and food security. In addition, APD organizes the exchange of experience through conferences and seminars, consultancy assignments for German and European experts and study trips for Kazakh experts and managers from governmental and non-governmental institutions, associations and organizations.

Project Goals

  • Development of organic farming at producer and institutional level
  • Promotion of agricultural financing through know-how transfer and training
  • Support for the cooperation in the agricultural sector: Kazakhstan, Germany and Europe
  • Establishment and coordination of an interregional working group on the topic of ”sustainable agriculture”
  • Introduction of innovations, particularly in the digital sector
  • Raising standards in agricultural science and training

Results and Successes

The project supports the transfer of knowledge by initiating contacts between research institutions and professional associations, e.g. cooperation with Lithuanian and Kazakh credit cooperatives or the University of Petropavlovsk. APD supports the revision of the “Law on Organic Agriculture” and conducts train- ing courses and seminars with German and international experts, on topics such as improving climate resilience, European livestock legislation, refinancing credit cooperatives and organic farming. The Kazakh Ministry of Agriculture is advised on effective subsidy policies.

Project Partner on Operational Level

  • The National Agrarian Science and Educational Center (NANOZ): Umbrella organization under which all scientific and educational institutions in the agricultural sector in Kazakhstan are subordinated with the aim of coordinating their cooperation with the state and the economy.
