Ukraine – Agricultural Policy Dialogue, Land Component and German Food Bridge

Exchange platform for key agricultural and land policy issues, agricultural trade issues, EU integration and sustainable rural development

Agriculture in Ukraine

Agriculture in UKR has been severely affected by the aggressive Russian war. Nevertheless, Ukrainian agricultural enterprises are maintaining their production. In 2023, high yields per hectare were achieved despite extremely hard conditions due to the intensive involvement commitment of the agricultural sector and international support. In the short term, the focus will be on establishing and maintaining vital export routes. In the medium term, the focus of Ukraine‘s agricultural sector will be
on reconstruction, including the demining, and access to the EU.

Portrait Ukraine

Ukraine is one of the largest agricultural countries in the world, with it’s fertile soils and a diverse agricultural sector.

As a food-exporting country, Ukraine plays a key role in global food security. Since the outbreak of Russian aggression in February 2022, joining the European Union has been the Ukrainian government‘s primary goal.

The Project

Since 2006, APD has been supporting Ukraine in developing the agricultural sector and establishing sustainable rural areas. The EU integration, agricultural trade policy,
land market development, the transformation of food systems, and cooperation with associations are the key priorities of the 6th project phase. The project also coordinates the German Food Bridge.

Project Goals

  • To raise mutual understanding on key agricultural policy issues in the context of preparing for EU access
  • To strengthen the competitiveness of small and medium-sized enterprises and promote rural development
  • To provide pilot counseling on certain technical agricultural and land issues in the selected municipalities
  • To promote agricultural trade with the European Union (EU)

Results and Successes

With regard to EU integration and reconstruction, the APD and Land component are working with local partners on strengthening and developing the Ukrainian agricultural sector and its regional coverage. With the opening of the agricultural land market in 2021, an important reform was implemented. Because of the full-scale war, the EU integration, food security, land protection, and demining processes are being placed in the foreground. The project partners, such as professional associations and municipalities, particularly put emphasis on the strong impact of regional project activities on capacity building for the municipalities.
